Understanding and Predicting Performance in Alternate Delivery Projects

Pavement construction is often the most expensive part of a large infrastructure project. This presentation intends to describe the process we undertake to develop structural pavement designs and predict pavement performance with respect to alternate delivery projects. Alternate delivery project types (not traditional design-bid-build) offer opportunities for creativity and innovation in pavement design and performance modeling due to sharing of risk. We will look at the performance of pavements, the timing of treatments and maintenance activities, and the impacts on OPEX/CAPEX cost streams. We will also review differences between design/build and public-private-partnership (P3) project types and how these strategies change.

Mr. Harrell is a Vice President and Principal Engineer in ARA’s Transportation Division. He has 25 years of experience in pavement evaluation, pavement and roadway design, asset management, and pavement rehabilitation techniques. He has extensive experience with mechanistic pavement design and life-cycle cost analysis. Mr. Harrell has served many Public-Private Partnership (P3) pursuit teams, Design-Build teams, and Toll Authorities with pavement designs and life-cycle cost optimizations.
