Determining the Feasibility of Cold Central Plant Recycling (CCPR) at Airports – Initial Design and Construction

Cold central plant recycling (CCPR) is a way to reuse old, in-place pavement materials to make new pavement. CCPR is not a common item in FAA’s 150/5370-10H Standard Specifications for Construction of Airports and would require a modification of standards for use in construction at airports.

Emergent research is being conducted at the FAA’s William J. Hughes Technical Center to test the performance of pavements with CCPR base under a typical commercial aircraft load. The goal is to determine the feasibility of using CCPR mix under aircraft loading and generate an FAA construction specification for use of CCPR on airfields. This presentation will cover the initial design, test plan, and construction of the test sections.

Speaker – Chris Tomlinson, P.E.

Chris Tomlinson has 13 years of experience in civil engineering design and evaluation of airport infrastructure, as well as experience in construction management and inspection. Mr. Tomlinson has extensive laboratory and field testing experience, specifically in how it relates to the evaluation and design of airfield and roadway pavements.

Since joining ARA, Mr. Tomlinson has been instrumental in the FAA’s construction projects at the William J. Hughes Technical Center. He has assisted with inspecting, field testing, and/or laboratory testing for the following projects: Cape May Country Airport Taxiway C Rehabilitation, Construction Cycle 8, Construction Cycle 9, Construction Cycle 10, Test Cycle 2, Test Cycle 3. He has also performed laboratory testing at FAA’s NextGen Material Pavements laboratory.

Mr. Tomlinson has been in a laboratory and materials testing setting since 2008 where he investigated the effects of RAP on HMA (both Rowan University and Virginia Tech). Mr. Tomlinson served Advanced Infrastructure Design (AID) as a civil engineer and laboratory manager. While at AID, Mr. Tomlinson achieved AMRL/CCRL accreditation for concrete and was in the process of obtaining accreditation for HMA and soils prior to joining ARA.
