Airfield Construction QA Services for the U.S. Air Force

Measuring the accuracy of dowel placement in PCC slab

Challenge

Airfields represent critical U.S. Air Force infrastructure, and they are essential to the Air Force’s mission. The runways and taxiways alone at a single installation can represent well over a $100M of investment, and they are critical for an effective air defense program. As such, the Air Force Civil Engineer Center (AFCEC) has relied on its airfield construction quality assurance (QA) teams to ensure that airfield pavement, lighting, and electrical systems are constructed to the highest level of quality possible, on time, and within budget.

Solution

Since 2005, ARA has served as a leading provider of Title II QA services for runway and airfield reconstruction at U.S. Air Force bases. ARA pavement and electrical experts have provided innovative QA and construction oversight for projects at Andrews (MD), Dover (DE), Eareckson (AK), Fairchild (WA), Grand Forks (ND), McConnell (KS), and McGuire (NJ) air bases. These projects have involved all aspects of airfield infrastructure, including demolition, profile milling, storm sewers, underdrains, earthwork, base materials, hot mix asphalt (HMA) and portland cement concrete (PCC) paving, airfield lighting, approach lighting, navigational aids (NAVAIDs), signage, duct banks, lighting vault upgrades, and pavement grooving and marking.

ARA’s construction management services include:

  • Plans and specification review
  • QA plan development
  • Submittal evaluation
  • Preconstruction meetings
  • Technical troubleshooting
  • Laboratory testing
  • Document management
  • Punch list preparation and final inspection
  • Warranty inspections
  • Forensics

Additionally, we offer full documentation with a web-based, customizable document management system that accommodates data, photographs, and documents.

Impact

Given the complexity of an airfield construction project, any one project working as a standalone effort is a huge undertaking to accomplish. Over the last several years, ARA’s Title II QA teams have operated as many as three projects simultaneously in various stages of development. ARA has the technical expertise and a proven management approach to accomplish these multifaceted efforts that have dozens of major elements ongoing at the same time.
