ACRP 1-16: Asset and Infrastructure Management for Airports
A constant change of requirements and regulations faces the aviation industry today. Other problems include increasing passenger volumes and unstable financial conditions. In this fluid environment, an all-encompassing asset management framework is needed that will allow airport management to identify and respond to changes in the environmental, regulatory, and economic settings. Thus they will have the ability to manage the entire airport asset portfolio in order to continue meeting service level standards in the face of change.
Many agencies responsible for the management of airport infrastructure are working towards integrated infrastructure management. A problem is the lack of standards, both in the United States and in Canada. In order to address this problem, the Transportation Research Board (TRB) Airport Cooperative Research Program (ACRP) engaged a team, which included ARA, to conduct a study facilitating the development of a guidebook and primer for airport asset managers.
ARA conducted surveys and interviews with staff at over 50 airports of varying sizes across North America. This enabled ARA to compile a collection of best practices for airport asset management. Using this information, ARA developed a 10-step process for the implementation of successful asset management.
The process includes details on:
To implement a successful asset management framework, ARA draws on industry best practices along with those ARA has developed over its years of transportation program management experience.
By focusing on the key measures and indicators, ARA is able to deliver a framework with complete guidance to customers to best manage airport assets with the greatest efficiency and least cost.
