ARA’s Board of Directors has announced the promotion of Phil Stowell to Vice President. Phil is a Principal Engineer in the Office of the Chairman in Alexandria, VA. He has supported Hank Cooper in managing the Chairman's Group since its inception four years ago, initiating and shepherding new business ventures that have helped grow new business across the company, especially in Homeland Security.

   Phil has more than 30 years of program and project management experience in planning, programming, design and construction in both the public and private sectors. He has extensive experience in strategic planning, construction management, disaster preparedness and Concepts of Operations (CONOPS) gained from his previous career as an Air Force Civil Engineer.

   At ARA, Phil has focused on anti-terrorism, managing the company's Unconventional Nuclear Warfare Defense (UNWD) activities at Camp Lejeune and UNWD maintenance and operations subcontractor efforts at Fort Leonard Wood, MO and Naval Submarine Base Kings Bay, GA. He has made key technical contributions in developing a First Responder Community CONOPS for ARA's Department on Homeland Security Radiological-Nuclear System Architecture Analysis effort.

   Phil retired from the Air Force at the rank of Brigadier General in 1998, then held executive management positions with Earth Tech and operated his own consulting firm before joining ARA in 2001. He holds both bachelor's and master's degrees in Civil Engineering from the University of South Carolina.
