A survey was created at the JIOC-X effort at JTC-I (the Joint Transformation Command for Intelligence) that consistently recorded the individual requirements and capabilities of planned COCOM JIOCs while flushing out common threads. ARA was called upon to assemble a team to complete this project's main objective.
