Federal Highway Administration (FHWA) Highways for LIFE Program

The objective of the Federal Highway Administration (FHWA) Highways for LIFE (HfL) program is to advance Longer-lasting highway infrastructure using Innovations to accomplish the Fast construction of Efficient and safe highways and bridges. "Innovations" include technologies, materials, tools, equipment, procedures, specifications, methodologies, processes, and practices used in the financing, design, or construction of highways. The three primary goals of HfL are to:

  • Improve safety during and after construction
  • Reduce congestion caused by construction
  • Improve the quality of the highway infrastructure

HfL provides incentive funding to state transportation agencies to build projects that use innovative technologies, such as the use of prefabricated systems to accelerate construction.

ARA serves as the FHWA support contractor for the HfL program, providing technical and administrative support services to advocate, advance, investigate, and share the principles and programs of the HfL team. ARA also is providing support to the program in the areas of technology transfer, projects, information dissemination, monitoring and evaluation, and technical administrative support. The services for this task fall under the following broad HfL program tasks:

  • Program planning, management, and administration
  • Technology transfer
  • Communications
  • Projects
  • Accountability

There are currently available innovations within the highway community that, if widely and rapidly adopted, would result in significant benefits to highway users, as well as to the owner agencies. ARA is working closely with FHWA and state highway agencies to see that these innovations are implemented appropriately on many of the Nation’s current highway improvement projects.
