Toxic Industrial Chemicals and Toxic Industrial Materials for Bolling and Andrews Air Force Bases
Problem Statement and Objectives
Andrews AFB and Bolling AFB are in a target-rich environment with respect to terrorist attacks. Terrorist tactics are known to include use of explosives as well as toxic industrial materials (TIMs) and toxic industrial chemicals (TICs). Facilities at either AFB could be exposed to TIC/TIMs from an attack directed at other facilities in the DC area or from a direct attack or. TIC/TIMs being transported on nearby highways, railways or waterways. Accidental release of these materials can pose significant risks if the accident is close enough to the base and the concentration levels are high.
Results and Benefits
ARA met with critical personnel at both bases to assess the physical layout, critical utilities and infrastructure, TIC/TIM on base, current threats, emergency management procedures and MOU’s in place. To establish potential TIC/TIMs inventories and threats external to the base, ARA interviewed Local Emergency Planning Committee (LEPC) representatives, local fire and police departments and reviewed Tier II data. Based on these meetings, ARA developed a reduced list of potential TIC/TIM threats internal and external to the base and employed the Federal Security Risk Management methodology to determine the highest risk threats. Four scenarios were selected for further modeling with the software tool, Hazard Prediction and Assessment Capability (HPAC) which displays a plume model with potential agent dispersal and concentrations overlaid on base maps. The results identified potential vulnerabilities and provided recommendations to address the vulnerabilities.
