Review of Emergency Preparedness Program for the Library of Congress

Problem Statement and Objectives

The Library of Congress (LOC) requested that ARA review their emergency preparedness program for its ability to address all aspects of a comprehensive disaster management program. ARA reviewed the current plan for:

  • Completeness, adequacy, and comprehensiveness to address emergency situations
  • Compatibility and coordination of plans in use by the Capitol Police
  • Compatibility with Federal regulations and requirements
  • Comparison to plans of comparable organizations on Capitol Hill
  • Adequacy of training and awareness programs
  • Effective program management and administration structure to support effective emergency operations.

Results and Benefits

Based on this review, ARA provided recommendations to improve several aspects of the LOC emergency preparedness program that addressed more comprehensive documentation, establishing memoranda of understanding with external organizations which provide support, detailed instructions and practices, systematic communications, regular drills and exercises and an established chain of command.. The primary objective of a comprehensive disaster management plan is to clearly identify roles, responsibilities and actions for all types and phases of an emergency or disaster. The preparation component of a plan lays the framework for survival and the response and recovery components provide the detail to bring an organization back to normal operations.
