Problem Statement and Objectives
The U.S. Navy is currently taking revolutionary actions to redesign itself around the opportunities afforded by advanced technologies. It has made large investments to acquire and interconnect a variety of sensor and information technologies. These technologies provide Navy watchstanders and commanders with greater amounts of data, but that, by itself, does not ensure better decisions. More information and better information management are necessary but not sufficient; personnel must be able to continuously make sense of information, not merely receive it. Moreover, future Navy platforms will have reduced manning, which will necessitate increased automation. The Navy wants its system designers to be able to harness this explosion of data and automation to design systems that support its personnel in making better sense of this data and their environment. To answer this need, ARA designed and built the Sensemaking Toolset. The Sensemaking Toolset is a first-of-its-kind instructional package that supports system designers in building systems that improve the ability of operators to make sense of situations, to understand how events are unfolding, to explain unexpected events, and to anticipate the implication of bold actions. The Sensemaking Toolset provides system designers with a methodology and support tools for capturing and leveraging sensemaking requirements and automation requirements.
Results and Benefits
System designers that use the Sensemaking Toolset to uncover sensemaking requirements to design user interfaces and automated processes will deliver systems that allow operators to make better and faster decisions under stressful and uncertain conditions. The benefits of using the Sensemaking Toolset as part of any systems development effort include that it:
- provides system designers a methodology for uncovering and capturing sensemaking and automation requirements for system development
- gives system designers tools to support the transformation of sensemaking requirements into system design requirements
- helps to prevent critical cognitive issues from being ignored throughout the software development process
