Infrastructure Management Services for the Washington, DC, Department of Transportation
Located in Washington, DC, the District Department of Transportation (DDOT) is responsible for maintaining 2,500 lane miles of heavy urban roads and streets, 7,500 intersections, and a network of associated roadway assets. ARA has been working with DDOT since 2001, providing a series of pavement engineering, pavement management, and infrastructure management services and technologies.
Pavement Engineering
ARA has provided DDOT with a variety of pavement engineering services, including:
- Catalog of recommended pavement design features
- Procedures for determining load carrying capacity
- Life cycle cost analysis procedure in pavement design
- Catalog of recommended pavement rehabilitation design features
ARA also has assisted DDOT in the development and implementation of standards for measuring and using pavement smoothness data for construction acceptance testing. In addition, we have used our Falling Weight Deflectometer (FWD) to provide DDOT with structural pavement evaluations for several projects throughout the District.
Pavement Management
ARA has been performing automated pavement condition data collection surveys for DDOT since 2001 using our Digital Survey Vehicles (DSV). The collected data are analyzed in accordance with ASTM D6433 (known as the PAVER or PCI methodology), which allows for an objective analysis of pavement condition. Using the DSV allows for the creation of a digital archive of pavement condition data and right-of-way images.
ARA has continued to perform annual updates for the DDOT. In 2003, ARA assisted DDOT in migrating many of their pavement management analyses to the MicroPAVER platform.
Asset Management
In 2006, ARA performed a pilot asset inventory for DDOT that concentrated on the Golden Triangle area of the District’s central business district. This inventory included 28 different roadside assets with an average of 8 attributes per asset. The asset inventory was performed using digital right-of-way images that were collected during the 2005 pavement condition data update survey, and it included a 100% foot-on-ground field validation survey.
With the inclusion of roadside asset data, DDOT was in need of a full asset management system. ARA migrated DDOT’s asset data to the RoadCare Asset Management System, developed by ARA.
Americans with Disabilities Act (ADA) Compliance
In 2006, ARA performed a study to assist DDOT in their continuing ADA compliance evaluation by reviewing available data, developing methodologies and procedures for collecting, processing, and monitoring ADA compliance, and developing an ADA asset database and tracking software.
The continued evaluation of ADA compliance will help DDOT to create a safe, accessible, sustainable, pedestrian-friendly transportation system throughout the District. This effort encompasses a variety of activities ranging from reviewing and evaluating currently available DDOT information, to development and documentation of methodologies and procedures, to development of an ADA asset database and ADA tracking software. ARA incorporated this database and tracking software into DDOT’s RoadCare Asset Management System.
